With my voice students, we begin by studying how the voice works and we develop a routine of exercises that help develop the proper coordination necessary for healthy vocal production. For beginning students, I will usually go with a methods book, requiring them to learn 5 finger patterns, and then eventually major and minor scales(all three forms). Once the student has progressed from the beginner methods book, I will suggest classical repertoire for each student based on their preferences and personal skill level.
